Lake Anne Revitalization: WPCA’s Response
This newsletter is a response to the flyer that was distributed to cluster residents last Sunday. I regret this duel by document, but feel it is necessary to clarify what the WPCA Board and I have done. Suffice to say that I believe the flyer’s allegations are completely unjustified.
The Board held a cluster meeting on April 23rd to discuss the consultant’s report on Recommendations for Draft Comprehensive Plan Text. At the conclusion of the meeting, I asked John Carter if he would be willing to prepare notes on the meeting results. John agreed and prepared a thorough document by the next morning. These “Meeting Notes” are apparently what the flyer refers to as the “cluster proposal”.
At the following WPCA Board meeting, the Board agreed on a letter to Supervisor Hudgins conveying the cluster recommendations on the consultant’s report. The cluster position is faithful to the results of the cluster meeting though there are minor and reasoned differences between the Board’s memo and the Meeting Notes.
As a member of the Reston Community Reinvestment Corporation (RCRC) board, I participated in a series of meetings to develop RCRC’s position and represented the cluster’s position throughout. The RCRC’s position, stated in its May 14th letter, is the essentially the same as the cluster’s in two of the five “Sub Areas” and different in the other three.
At the RCRC Board meeting on September 13th mentioned in the flyer, Guy Rando and John Carter presented concepts related to the “cluster proposal”. Neither I nor other RCRC Board members “opposed” the concepts – for better or worse, the Board’s position had been established in May. The discussion centered on how the RCRC’s May 14th letter differed from the consultant’s report, as well as how it differed from the presentation.
Although not directly related to any of the above, I should note that at the RCRC’s meeting on October 11th, I was elected President of the RCRC for the coming year.
